Deputies: Former mayor shot acquaintance, 27

No charges filed as deputies continue to investigate

ST. JOHNS COUNTY, Fla. – Deputies are investigating after Francis "Frank" Charles, the former five-term mayor of St. Augustine Beach, shot a 27-year-old man during a dispute at a home early Friday morning, according to the St. Johns County Sheriff's Office.

Investigators were called to the home on Pecos Court in the Cimmarone community off County Road 210 about 3:30 a.m.

They said Charles, 48, who lives at the home, shot Blake Miles during an altercation. Deputies said the two are acquaintances.

Miles (pictured in 2012 SJCSO booking photo) was flown to UF Health Jacksonville. The extent of his injuries were not released.

Deputies said their investigation is ongoing and no charges have been filed as they continue to review the circumstances behind what happened.

"Our understanding is they're acquaintances ... and of course that's part of our investigation to determine what that means and what was going on that night,' said SJCSO Commander Chuck Mulligan.

harles left office in January 2010. He is currently the owner of Dog Town USA pet resort. He is also the CEO of JETEX Charter Services, a business based in West Palm Beach.

Mulligan said Charles' business ties and time as mayor will not impact what the investigators will do.

"We're not commenting on him being a former mayor because it has absolutely nothing to do with our investigation," Mulligan said. "The fact that he did that as a career has nothing to do with our fact-finding."

One source told News4Jax that Miles previously worked at Dog Town USA, but he had not been employed there the past month or so.
