3 victims, pilot from small plane crash identified

FOUNTAIN, Fla. -

Three people killed and a pilot critically injured when their small plane crashed on a rural road in Florida's Panhandle were all relatives, authorities said.
    
The Bay County Sheriff's Office identified the victims of Sunday's crash near Fountain as Kathleen Shultz, Nancy Moore and Nicholas Hoang. Authorities said pilot Patrick Shultz was taken to a burn unit. Their hometowns were not released.

The Piper PA 28 crashed shortly after taking off from a small grass airstrip, authorities said.
    
"There's not much of the aircraft that remains," Maj. Tommy Ford told The News Herald.
    
A bystander, a Jackson County first responder who also is related to the people on the plane, pulled Shultz from the wreckage, Ford said.
    
"They were having a family day. The pilot was active-duty Army, they had been out flying. If it had been a few minutes earlier it would've my guy instead of my guy's family", Jackson County Fire Chief Scott Birge told WMBB-TV.
    
Florida Forest Service crews had to use bulldozers to clear a path to the remote crash site for investigators.
    
"The biggest challenges were reaching the site. There were several areas that became un-passable, even for one of our Humvee, so we had a challenge reaching that site," Ford told WJHG-TV.
    
The National Transportation Safety Board is investigating.
