Convicted murderer charged in 2nd killing

JACKSONVILLE, Fla. -

A 51-year-old Jacksonville man who is serving a life sentence for murder has now been charged with murder in the death of another man more than 13 years ago.

Police said Michael Williams strangled Andrea Clemons in September 1999.

In 2008, an item of evidence of evidence was retested, and police said they received a DNA match.

The DNA test was conducted as the result of a $500,000 federal grant that the Jacksonville Sheriff's Office received in 2011.

JSO Homeland Security Director Michael Williams said 500 cold cases qualify to be used with the grant money, but currently 78 cases are being targeted.
