U.S. marshals have arrested a 28-year-old man in the killing of another man over $5, according to the Jacksonville Sheriff's Office.
James Russell was arrested Friday in a motel in Albany, Ga. He had been sought since November in the shooting death of 36-year-old Phillipe Foster just north of the Sports Complex about an hour after a Jaguars game.
Police said Russell shot Foster during an argument at the intersection of A. Philip Randolph Boulevard and Jessie Street. The killing was not related to the game.
Investigators said witnesses identified Russell.
Police believe Russell fled the state after the killing, and they turned the search over to U.S. marshals. They said Russell was hiding in the Georgia motel under a false ID.
In addition to the murder charge, Russell is facing various drug, firearm and ID theft charges in Ga. Police said he has been moving around Georgia, Virginia and South Carolina using a fake ID to elude capture since the killing.
Jacksonville police are working with the U.S. Marshals Service to extradite Russell as soon as possible.
