State troopers said Jesse Green III had crossed southbound lanes of U.S. 1 and was waiting to cross northbound lanes when a Ford Explorer in the left swerved to avoid him. A car in the right lane did see the bicyclist and struck him, troopers said.

Troopers said Green suffered a head injury.

They said if anyone is charged, it would be Green because he was not obeying traffic laws.

Northbound U.S. 1 was closed following the crash. It reopened about 6:15 p.m.

A bicyclist was struck a few blocks away on Wildwood Drive on Thursday morning and was last reported in critical condition.
