ST. AUGUSTINE, Fla. – A woman was booked into the St. Johns County jail late Friday night after deputies said she hit a woman and her daughter with her car in a bank parking lot, killing the mother.
Candace Kiara Jackson, 24 faced a St. Johns County judge Saturday morning in her 1st appearance.
Rosa Lee Armstrong, 56, and her daughter Shaina Armstrong, 22, were walking in the parking lot of the Bank of America on U.S. 1 South just after 5:30 p.m. Friday with other family members.
Jackson drove toward them, striking the mother and daughter, according to the St. Johns County Sheriff's Office. Deputies believe this was a deliberate act.
Rosa Armstrong was pronounced dead at the scene. Shaina Armstrong was transported to Flagler Hospital with non-life-threatening injuries.
The investigation revealed Jackson (booking photo, right) and Shaina Armstrong were involved in a domestic relationship and the two argued earlier in the day, according to the Sheriff's Office. The dispute continued late in the afternoon and culminated in the bank parking lot.
Jackson was arrested and charged with one count of second degree murder with a deadly weapon and one count of attempted second degree murder with a deadly weapon and was booked into the county jail.
A witness told Channel 4's Ashley Harding it was a devastating thing to see, and said from what he saw, it was absolutely done on purpose.
Jeffrey Lewis said once the group of people were hit, he said he saw the driver then go after the victim's husband with a baseball bat. He said she didn't hit him, but said she tried to run away after.
Lewis said that's when officers tackled her to the ground. He said as he was on the phone with 911 dispatch, his wife tried to comfort the daughter, Shaina Armstrong, who'd also been hurt.
Lewis said he feels for Armstrong and her family.
"I could never imagine something like this happening to my wife, especially with my kids present," said Lewis. "The woman's daughter was here when it happened. I couldn't even imagine the young ladies pain, I mean, two days before Mother's Day and her mother is killed. Can't imagine."
Channel 4 has reached out to the victim's family, but we have not been able to get in touch with them.
St. Johns County deputies made a second, unrelated arrest late Friday night, when they said a woman drove through the crime scene.
Cindy Angell (pictured, left) was stopped and charged with DUI.
