Former county commissioner plans to plead guilty

DECATUR, Ga. -

A former DeKalb County commissioner plans to plead guilty to charges of federal conspiracy and mail fraud.

Elaine Boyer held the position of commissioner for more than 20 years.  She resigned Monday. 

Prosecutors say Boyer was part of a scheme to defraud  DeKalb County.  According to WSB-TV, Boyer admitted to abusing her power.  

The T-V station reported on Boyer using a county-issued card for personal purchases.  It reports she ranked up $16,000 in personal purchases.  When the word got out of her defrauding the county, WSB-TV reports, Boyer was already in the process of paying off the money she took. 

Several of Atlanta's eastern suburbs make-up DeKalb County.
