APOPKA, Fla. -

A foster mother has been arrested after Central Florida police say a 15-month-old boy was locked in a hot car in a Publix parking lot Thursday afternoon.

Police said the boy was in the car, which had its windows up and the engine turned off, for about 20 minutes outside of the Publix on the 1500 block of Rock Springs Road.

A customer spotted the boy in the car and contacted authorities. The driver of the vehicle and the boy's foster mother, Monique Williams, was arrested on child neglect charges.

The boy has been returned to Department of Children and Families custody, police said.

The investigation is ongoing.
